It was heart-breaking but it's the next best thing to living on the streets without anyone. They have community. Here they had a form of leadership going and they were self-sufficient (as much as they could be of course). The one I got to see was named Dignity Harbor. Surrounding there are 2 more tent-cities: Sparta and Hope Village.
Hopefully we'll be going back to build small shacks for them from donated lumber and labor.
